Urban flooding is a chronic and costly problem in Chicago, Cook County, and throughout Illinois. According to CNT, between 2007 and 2011 over $773 Million dollars in flood damage claims were made just in Cook County. Flooding doesn’t cause monetary damage alone either, it also causes stress and can impact health. Tom proposed legislation that would incentive green infrastructure which lead to the introduction of Illinois HB3516. The bill seeks to minimize flooding by providing a property tax exemption to residents who put some form of green infrastructure that retains stormwater on their property.
